Job Advertising Terms

Last updated: May 7, 2026

DSA Art. 26: all sponsored or promoted job listings on CUEBES are clearly labelled. Advertisers must provide accurate identity information and comply with EU advertising and labour-law rules.

Advertising Requirements

  • All job listings must represent genuine, currently-open employment opportunities
  • Salary range or minimum must be disclosed where law requires
  • Discriminatory requirements are prohibited
  • You must never charge candidates to apply
  • Sponsored listings are clearly marked as advertising

These Job Advertising Terms apply to anyone posting employment-related listings or sponsored placements on CUEBES (Talent Bank, mEUvy job listings, recruiter-facing surfaces). They sit alongside the Terms of Service and the Recruiter Terms; in case of conflict on advertising-specific matters, these terms control.

1. Types of Listings

1.1 Standard Listings

Standard job listings appear in search results based on relevance signals; no payment influences ranking. They are subject to standard moderation and are limited to active vacancies only.

1.2 Sponsored Listings

Sponsored placements are paid promotional listings with enhanced visibility. They are clearly marked "Sponsored" or "Promoted", appear in designated advertising slots, and are subject to the same content policies as standard listings — plus the additional DSA Art. 26 transparency requirements set out in section 4.

1.3 Featured Employer Profiles

Featured employer profiles offer enhanced company-branding presentation, multiple listing packages, analytics, and priority support. Where bundled with sponsored placement, the DSA Art. 26 transparency requirements apply.

2. Content Requirements

2.1 Required Information

Every listing must include:

  • Job title — clear, accurate description of the role
  • Employer identity — verified company name (no anonymous listings)
  • Location(s) or "Remote" designation
  • Employment type — full-time, part-time, contract, etc.
  • Job description — responsibilities and expectations
  • Requirements — qualifications and skills genuinely needed

2.2 Salary Transparency

In line with the EU Pay Transparency Directive (2023/970) and Member State laws:

  • Salary range or minimum must be disclosed where legally required
  • We encourage salary transparency for all listings
  • Listings with disclosed salary ranges receive higher relevance signals
  • "Competitive salary" alone may not satisfy legal requirements in your jurisdiction

2.3 Accuracy Requirements

All listing content must be:

  • Truthful — no misleading claims about the role, company, or compensation
  • Current — actively recruiting for the position
  • Complete — sufficient detail for candidates to evaluate fit
  • Lawful — compliant with employment laws in the job location

2.4 Language Requirements

  • Listings may be in any EU official language
  • Language requirements for the role must be objectively justified by the work
  • Discriminatory language restrictions are prohibited

3. Prohibited Content

3.1 Discriminatory Listings

Job listings must not discriminate based on race, ethnicity or national origin, gender, gender identity or sexual orientation, age (except where legally permitted), religion or belief, disability (unless a genuine occupational requirement), marital or family status, or political opinion.

3.2 Fraudulent Listings

The following are strictly prohibited:

  • Fake jobs: listings for positions that don't exist
  • Data harvesting: collecting candidate data without genuine hiring intent
  • Fee-charging: requiring candidates to pay for applications, interviews, or onboarding
  • Bait-and-switch: advertising one role but recruiting for another
  • MLM / pyramid schemes: multi-level marketing disguised as employment
  • Illegal work: positions involving unlawful activities

3.3 Other Prohibited Content

  • Adult content or sexually explicit material
  • Requests for unnecessary personal information upfront
  • Positions requiring candidates to make purchases
  • Commission-only roles without clear disclosure
  • Unpaid internships that violate labour law in the job location
  • Roles requiring relocation without visa sponsorship (unless clearly stated)

4.1 Advertising Disclosure

Per Digital Services Act Art. 26, every sponsored or promoted listing on CUEBES displays:

  • A clear "Sponsored" or "Promoted" label
  • The identity of the natural or legal person on whose behalf the listing is shown
  • Information about the main parameters used to target the listing to the user (and how to change them, where applicable)

4.2 Permitted Targeting

Sponsored listings may be targeted on:

  • Job-seeker location preferences
  • Industry and role interests
  • Experience level
  • Skills and stated qualifications

4.3 Prohibited Targeting

Targeting or exclusion based on the following is prohibited:

  • Protected characteristics (race, ethnicity, gender, religion, disability, age, sexual orientation, etc.)
  • Special-category data under GDPR Art. 9
  • Political opinions or trade-union membership
  • Health status
  • Data of users CUEBES knows or has reasonable cause to believe to be minors

4.4 Ad Repository

In line with DSA transparency obligations, we maintain a public repository of sponsored listings showing the advertiser identity, listing content, period of display, targeting parameters, and reach metrics. The repository is accessible from the Transparency Centre.

5. Advertiser Identity

5.1 Verification Requirements

Before posting job advertisements, you must provide a legal company name and registration number, business address, contact information, VAT number (for EU businesses), and the name of an authorised representative. Verification methods are described in the Recruiter Terms §1.2.

5.2 Identity Display

Your verified company name appears on all job listings. Anonymous job postings are not permitted — protecting candidates from fraudulent opportunities depends on identifiable advertisers.

5.3 Agency Disclosure

Recruitment agencies must clearly disclose that they are an agency rather than the direct employer, the industry/sector of the hiring company (if the client is confidential), and whether the role is temporary, contract, or permanent.

6. Candidate Protection

Critical: candidates must never pay to apply for a job. Any attempt to charge application or interview fees results in immediate listing removal and a permanent advertiser ban.

6.1 Application Data

When candidates apply through CUEBES you receive only the information they choose to share. You must process their data in accordance with GDPR, provide privacy information about your data practices, and delete data on request.

6.2 Response Expectations

We encourage employers to acknowledge applications within 7 days, provide outcome notifications to all applicants, and respect candidates' time and communication preferences.

6.3 Reporting Mechanism

Candidates can report job listings for suspected fraud, discriminatory content, inaccurate information, requests for payment, or harassment. Reports go to abuse@vaicat.com or via the in-product report tools.

7. Moderation & Review

7.1 Pre-Publication Review

Listings undergo automated screening for prohibited content, employer-identity verification, a compliance check for required information, and human review for flagged listings.

7.2 Ongoing Monitoring

We continuously monitor listings against user reports, pattern analysis for fraudulent activity, regulatory updates, and signals of expired or filled positions.

7.3 Listing Removal

We may remove listings that violate these terms or applicable law, receive multiple credible complaints, are associated with suspended accounts, or have been inactive for extended periods. Removals are accompanied by a statement of reasons under DSA Art. 17 — see the Moderation Policy.

7.4 Appeals

If your listing is removed you may appeal within 6 months — see the Moderation Policy §6. Provide the listing in question, your explanation of compliance, and any supporting documentation.

8. Fees & Billing

8.1 Current Pricing

Job advertising on CUEBES is currently provided without subscription or per-listing fees. We reserve the right to introduce paid tiers (additional listings, sponsored placement, featured employer) in the future. New fees will be communicated with at least 30 days' notice and will not apply retroactively to listings already published. Price-list changes will be reflected here and in the P2B Annex.

8.2 Payment Terms (when fees apply)

  • Fees are charged in advance for subscriptions; sponsored placements are billed on the selected model (e.g. CPC or fixed duration)
  • VAT applies where required by law
  • Invoices issued within 7 days of billing

8.3 Refunds

  • Unused listing credits may be refunded within 30 days of purchase
  • No refunds for listings removed due to policy violations
  • Sponsored campaigns may be cancelled with prorated refund of unspent budget
  • EU consumers retain 14-day withdrawal rights before service delivery begins

9. Removal & Termination

9.1 Listing Removal

Individual listings may be removed for policy violations, inaccurate or misleading content, candidate complaints, or legal requirements. Removal triggers a statement of reasons.

9.2 Account Suspension

Your advertising account may be suspended for multiple listing violations, payment failures, identity-verification issues, or pending investigation.

9.3 Permanent Termination

Accounts are permanently terminated for fraudulent listings, charging candidates fees, discriminatory practices, data misuse or privacy violations, or repeated policy violations.

9.4 Effect of Termination

  • All active listings are immediately removed
  • Unused credits are forfeited (except where law requires a refund)
  • You must delete any candidate data obtained through the platform
  • Bans extend to affiliated companies and individuals where there is a clear factual basis
