Abstract

This report examines the European Union's strategic position amid growing global instability. It argues that with growing worldwide distrust in Trump's America, the EU has both the opportunity and the responsibility to act decisively to safeguard and transform the institutions and character of multilateral governance. The analysis highlights that while EU regulatory leadership is strong in some areas, it faces challenges where geopolitical competition and financing are decisive. The recommendation is to move beyond symbolic reforms and combine normative leadership with pragmatic solutions, particularly in trade and climate policy areas.
