Abstract

This research report examines how the European Union concludes and transitions its civilian crisis management operations under the Common Security and Defence Policy (CSDP). It analyses the institutional and operational challenges of mission closure, lessons learned from past transitions, and the gap between political decisions to end missions and the practical realities of withdrawal. The report offers recommendations for reinventing closure processes to preserve operational gains and ensure sustainable transitions in fragile security environments.
