Abstract

This policy brief outlines the EU's strategic imperative to assert digital sovereignty while remaining collaborative globally. The framework spans four dimensions: digital governance, infrastructure and software/data systems, digital products and markets, and workforce development. It emphasises that digital sovereignty reduces vulnerabilities in economic, security, and technological spheres without equating to isolationism. The brief provides actionable recommendations for policymakers seeking to strengthen Europe's position in the global digital landscape.
