Abstract

Software engineering is the invisible infrastructure of the digital age. The authors contend that while breakthroughs in AI, quantum computing, and cybersecurity depend on software engineering advances, the discipline receives insufficient recognition in European policy frameworks. Major programmes treat software primarily as a component rather than a strategic discipline. They advocate for treating software engineering as a strategic research priority, arguing this investment is essential for digital sovereignty, long-term sustainability, and resilience of Europe's digital infrastructure.
