Abstract

Europol's flagship quadrennial threat assessment provides a comprehensive overview of the threats posed by serious and organised crime in Europe. The report identifies how criminal activities, network dynamics, and operational methods are evolving in response to technological change, geopolitical instability, and shifting economic conditions. Drawing on contributions from all EU Member States and institutional expertise, the EU-SOCTA 2025 maps the most threatening criminal networks and emerging trends to guide European law enforcement priorities and policy responses for the coming years.
